Opportunities and challenges in ICT mainstreaming into International Cooperation

The participants will debate about benefits and problems, stimuli and barriers, all related to truly mainstreaming ICT into the structures and processes of intl. cooperation. Which processes are already under way, and what experiences have been gathered. What are specific success factors. The roles of universities. RSC and the digital divide. Multistakeholder projects and arrangements. The effects (strong, moderate, null) of WSIS on Intl. Cooperation.

ICT in the policies and strategies of Intl Cooperation, particularly in Spanish Cooperation

The participants will discuss about the necessary measures to modernize the structures and organizations of intl cooperation, and how to use ICT to that effect. Putting a particular emphasis on Spanish Intl Cooperation, they will talk about how to incorporate ICT to (i) foster knowledge management, (ii) support cooperation actors (including the individual cooperants) and (iii) simplify collaboration among actors. The incorporation of digital divide reduction (or e-inclusion) in official cooperation policies, e.g. the next Plan Director 2009-2012 in Spain. Relationships with other aspects of public policies, especially 'Innovation' in the case of Spain (innovation is not only for domestic activities). Applying lessons gained from abroad into domestic policies and actions.
