Paula Uimonen

Foto de Paula Uimonen Paula Uimonen is Ph. D. in in Social Anthropology, Stockholm University, and researcher at Departament of Social Antropology, Stockholm University. She takes part like ICT for Development Consultant/Conference Manager for Swiss Agency for Development and Cooperation (SDC)/ICT4D Platform at World Summit on the Information Society (WSIS). Dr. Uimonen’s dissertation was the first book to provide a comparative, empirical study of Internet development in the developing world. She has worked as a consultant in the emerging field of ICT for Development, primarily in Tanzania. Her assignments have ranged from the formulation of national and organizational ICT policies/strategies to the integration of ICT in culture and education.

Shafika Isaacs

Foto de Shafika Isaacs Shafika Isaacs is Education Director at Mindset Network SchoolNet Africa (South Africa) and an expert in research projects on the application of the Information and Communication Technologies (ICT) to the formal and informal education; she has led several research projects on this field in Africa. Served in many advisory committees on gender and ICT for development and she was commissioned as chair by the UN in the Division for the Advancement of Women Expert Group meeting on ICT.

Carlos Mataix

Foto de carlos Mataix PhD on Industrial Engineering in Madrid Polytechnics University (UPM). Professor in the Organization Engineering, Business Management and Statistics Department at the UPM. Vicepresident of 'Engineering without borders' Association for Development and former vicepresident of the Spanish NGOD Coordination Platform. He is involved in the ICT integration in the Spanish cooperation working closely with AECI and SECI in the implementation of their information systems.

Enric Senabre

Foto de Enric Senabre Coordinator of the Cybersociety Observatory and PhD student in Universitat Oberta de Catalunya. He studies the collaborative creation of content in wiki environments, the origin of this tool and its applications for education, business and civil society. He is just preparing an on line research project on the influence of Wikipedia in the way of communication and interaction within the free software development community.

Milá Gascó

Foto de Milá GascóPhD on evaluation of public policies from the Universitat Rovira i Virgili of Catalonia with a thesis on ‘Public management, organization and public service’. Master on business management from ESADE. Currently she is professor in the Department of Political and Social Science at the Univerity Pompeu Fabra as well as in the Universitat Oberta de Catalunya, on Economics and Business Studies and postgraduate programme. Therefore, she has a long teaching and research experience, participating as speaker in National and International congresses, and also in publications, books and articles in Spanish, Catalonian and English languages. She collaborates with institutions as the World Bank Development Gateway and several Governments from Latin America. Her interests are focused on the public policies driving the transition to the knowledge society, especially towards the eGovernment, and also in the use of the ICT for development and the evaluation of policies.

Ismael Peña

Foto de Ismael Peña Bachelor in Economics. Master en ecoaudit and environmental planning. Specialist postdegre in Knowledge Management. M.Phil. in Political Science. His main field of interest is twofold. On one hand — and due to a personal philosophy of life — the aspects related with Information and Communication Technologies for Development (ICT4D): e-Readiness, the Digital Divide, ICTs in cooperation for development, nonprofit technology, online volunteering, e-Inclusion. On the other hand — and due to a professional engagement in the field — the aspects related with e-Learning and empowerment: digital capacity building and literacy, e-Portfolios, Open Access, Open Science, Access to Knowledge. When both ends meet, the conjunction is perfect. Founder and director for five years of UOC’s cooperation for development programme, mainly about e-learning for development. He is editor of ICTlogy.

Ana Moreno

Foto de Ana Moreno Industrial engineer from the ETSII Madrid. Advanced Studies Diploma on 'Social Psichology in the organizations' from the Spanish National Distance University (UNED). PhD Thesis on 'The Network Society and its new identities' from the UNED-ESTSII. Founder and member of Enred. She has wide experience on training and as speaker with regards to e-Learning, teleworking and organizational change management. She has published several works on e-Learning, teleworking, digital divide, etc. She is the vicepresident of the organization 'Aula de Solidaridad' (Solidarity classroom), member of the Executive Board of 'Energy without borders Foundation' and she participates actively in projects led to reduce the digital divide as well as the use of the ICT for development.

Eiko Kawamura

Foto de Eiko Kawamura Journalist and specialized consultant on Information and Communication Technologies (ICT). She has participated in the preparation and running of development projects connected with the use of the ICT in Peru. She has wide experience in research, edition of contents, in depth interviews and reports on the use of the ICT in the agriculture, enterprises, education, health and other areas. She writes and delivers newsletters, podcasts and websites about projects and the use of technology in rural areas. She works in CEPES (Peruvian Centre for Social Studies) as content provider for the Spanish version of the website Telecentre.org.

José Manuel Alonso

Foto de José Manuel AlonsoJosé came to W3C as a W3C Fellow in January 2007 working in the Technology and Society Domain. José is employed by Fundación CTIC who sponsor his W3C fellowship. The purpose of the fellowship is to understand specific government and citizens' needs related to eGovernment services, identify eGovernment aspects that put Web interoperability at risk, to suggest how governments can deliver better and more efficient services through computer technologies, and to coordinate discussions and actions for possible future efforts of the Consortium in eGovernment.

Prior to joining W3C, José was the manager of the W3C Spain Office for three years and also served as the Advisory Committee Representative for CTIC. José received Bachelor's degree in Computer Science and Masters degree in Enterprise Application Integration, both from the University of Oviedo, where he also worked at its Research and Innovation departments as a researcher, developer and teacher. He also worked previously as consultant and even founded his own Web company back in 1997.

Stéphane Boyerá

Leading the W3C Device Independence Working Group since 2001, he has been a key participant in the development and launch of the W3C Mobile Web Initiative, managing the Device Description Working Group till the end of 2005. At the same time, Stéphane took also part in the management of the Voice and Multimodal Activities. Since 2006, he is now leading the W3C work on the Mobile Web in Developing Countries.

Before joining W3C, Stéphane studied network and telecommunications at ESSTIN, an engineering school in Sophia-Antipolis, France. From 1991 to 1995, he worked on Artificial Intelligence and Knowledge modeling at INRIA.

Eduardo Sánchez Jacob

He has built most of his professional career on the Development Cooperation field in Spain and other countries. In Spain he has taken different responsibilities in Engineering without Borders and he has taken part in projects in Bosnia Herzegovina, Nicaragua and Namibia. Nowadays he is Director at Engineering Studies and Campaigns - Association for the Development, secretary of the NGO Coordinator for the Spanish Development Association, and member of the Development Cooperation Board. In the Information and Communication Technologies field, he has taken part in the preparation of the Spanish contribution to the Information Society World Summit, referred to the policies for the incorporation of ICT to the Spanish development cooperation, the IV Conference on Technology for the Human Development, focused on ICT as a development tool.

Florencio Ceballos

Foto de Florencio CeballosHe is a Sociologist, ICT, community development and public politics specialist. He has been involved in telecentre related initiatives, since 1998. In June 2005 he moved to Canada to take part in the telecentre.org team as Senior Program Officer for Latin America, and lately as Acting Program Manager. Between 2001 and 2005, as Research Chief Executive at Ekhos I+C Consultants, he developed a significant experience of simultaneous project management. During the last 2,5 years at IDRC, he got familiarized with institutional management procedures, and developed experience in global program management.

Paco Prieto

Foto de Paco PrietoHe has been Project Manager for the Principality of Asturias Telecenters Network. He also was the content manager for Canalwork employment and human resources portal. He has more than 12 years of experience in the management of European, National and Regional projects related to the Information Society, training and human resources managing, focused on ICT solutions and web environments. He was coordinator of the book, " Las redes de Telecentros de España." and co-author of the book " La red del empleo en España.".

Since 2004, he is Information Society Lead at Fundación CTIC (CTIC Foundation). In 2007, he launched 1@+you = €1 initiative, Development Cooperation project under the Information Society framework. With this project, CTIC Foundation includes among its areas of activity, the implementation of ICT in development cooperation.

Carlos Guadian

Foto de Carlos GuadianCurrently, he is the head of on-line communications and web 2.0 at T-Systems, Deutsche Telekom Group’s enterprise. He coordinates "Open ProPolis", an e-government platform, the working group on e-government for “Clúster para la Innovación” and “Las Ideas” association in Cataluña. He also collaborates with the OEA e-government forum, manages “Las 1001 ideas” platform and participates as speaker in many events and congress.
